This module explains the structure of American government, and how public administration fits within that structure. The institutions of governments are described and their interactions are explained. Then, the field of public administration is defined and its evolution is explored. Through this review, you will be able to understand how public administration institutions are situated within American government. Specifically, the module is designed to help you:

Differentiate between public administration, political, and judicial institutions and actors in government
Describe the interactions and relationships between governments and their institutions
Define “public administration” and its purposes
Explain the evolution of public administration as a field and discipline.
Module 1 Summary
Module 1 places public administration institutions and actors in the context of the American government structure. The various government configurations are examined at the national, state, and local levels–with a focus on the executive branch that houses public administration organizations. The interactions between governments, and with nonprofit and private actors illustrate the importance that governance plays for the public administrators who must maintain these relationships. The various purposes for which government exists align with the administrative agencies tasked with fulfilling those purposes. Finally, you now have an understanding for why public administration as a field was established and how it has evolved over time.
Collectively, this illustrates how integral public administration is to today’s governments and governance. In this course, we will begin to speak of public administration in a general sense, but you are asked to recall all of the distinctive characteristics between different levels of governments and how they interact so that you can apply the general material to specific instances.
